The site is situated at the north eastern corner of the city centre area on the edge of Lan Hua mountain park and east of the ceremonial square. It looks across to the cultural centre designed by Arata Isozaki in the west and high rise residential development to the east. The overall design has been influenced by the international ultra modern theme developed firstly by the conceptual design along the central axis of the city centre by Kisho Kurokawa, secondly by Isozakicultural centre and John Leecity centre building. In an attempt to bring back some form of local identity to buildings in the centre area, the main approach to the building has been designed with a grand stepped entrance area reflecting the essence of the traditional palatial approach and the provision of sun shading devices throughout the building expresses a concern for the local climate.
The complex is divided into several clear areas for the different activities. The science and technology activities are housed in a aircraft hanger type of structure at the north eastern corner of the site mainly as a result of the large and flexible exhibition spaces required and a desire to block off traffic noise from the road intersection. In addition the curved shape serves to act as a visual round off corner effect to the overall city centre and together with the shape of the proposed high rise housing block in the east forms a gateway into the centre area. Its western elevation facing the Ceremonial Square has glass curtain wall which provides a clear view from the street of the activities inside. The multi function auditorium is shaped like a large pebble sculpture sitting on the edge of a large water surface to give added visual attraction to the centre. The cultural activities are housed in a 6 storey curved shaped block with a sloping roof pointing towards the centre of the project. The space auditorium is shaped like a large metallic ball sitting at one side of the main entrance area. The central area is raised one storey up to permit view over the tree top to the Ceremonial Square. It is covered by a reflecting glass roof space frame with a tubular A-shaped tower in the centre rising to 60m and contains a globe shaped solar powered clock, solar panels and aerial equipment. The central area has no doors or windows to economize on air-conditioning and to facilitate the meeting point effect of the pedestrian circulation.This tower serves a focal point of the whole project. The whole project has been designed like a fun fair using variety of building shapes to reflect the multi function activities of the centre and the vitality of youth. The idea of integrating the youth population into society is expressed by the use of silver grey and white metallic claddings with just the central space frame and tower painted earth yellow echo an attempt to blend in with the cultural area in this part of the city centre.
